In 1998 voters passed proposition 10, adding a 50-cent tax to each pack of cigarettes sold to create First 5 California, which filters the funds to each county which is how the Del Norte Children's & Families Commission was formed.

The Del Norte Children & Families Commission is dedicated to improving the lives of Del Norte County's young children and their families through a comprehensive system of education, health services, childcare, and other crucial programs.  Since its creation the Del Norte Children and Families Commission has brought these critical services to many parents, caregivers, and children ages 0 to 5 in Del Norte County.
